1.2Delete everything after the enacting clause and insert:
1.3 "Section 1. Minnesota Statutes 2010, section 16B.99, subdivision 8, is amended to read:
1.4 Subd. 8.
Geospatial advisory councils created. The chief geospatial information
1.5officer must establish a governance structure that includes advisory councils to provide
1.6recommendations for improving the operations and management of geospatial technology
1.7within state government and also on issues of importance to users of geospatial technology
1.8throughout the state.
1.9(a) A statewide geospatial advisory council must advise the Minnesota Geospatial
1.10Information Office regarding the improvement of services statewide through the
1.11coordinated, affordable, reliable, and effective use of geospatial technology. The
1.12commissioner of administration must appoint the members of the council. The members
1.13must represent a cross-section of organizations including counties, cities, universities,
1.14business, nonprofit organizations, federal agencies,
tribal governments, and state agencies.
1.15No more than 20 percent of the members may be employees of a state agency. In addition,
1.16the chief geospatial information officer must be a nonvoting member.
1.17(b) A state government geospatial advisory council must advise the Minnesota
1.18Geospatial Information Office on issues concerning improving state government services
1.19through the coordinated, affordable, reliable, and effective use of geospatial technology.
1.20The commissioner of administration must
appoint the members of the council. The
1.21members must represent designate up to 15 state government agencies and constitutional
1.22offices, including the Office of Enterprise Technology and the Minnesota Geospatial
1.23Information Office
, to be represented on the council. The council must be chaired by the
1.24chief geographic information officer. A representative of the statewide geospatial advisory
1.25council must serve as a nonvoting member.
1.26(c) Members of both the statewide geospatial advisory council and the state
1.27government advisory council must be recommended by a process that ensures that
2.1each member is designated to represent a clearly identified agency or interested party
2.2category
and that complies. Members of the statewide geospatial advisory council must be
2.3selected in compliance with the state's open appointment process.
Members of the state
2.4government geospatial advisory council must be appointed by the heads of their respective
2.5agencies or constitutional offices. Members shall serve a term of two years.
2.6(d) The Minnesota Geospatial Information Office must provide administrative
2.7support for both geospatial advisory councils.
2.8(e) This subdivision expires June 30,
2011 2015.
2.9 Sec. 2.
REPEALER.
2.10Minnesota Statutes 2010, section 16B.99, subdivision 9, is repealed.
2.11 Sec. 3.
EFFECTIVE DATE.
2.12Sections 1 and 2 are effective June 30, 2011."
