1.3    "Section 1. [16A.965] EDUCATION AID PAYMENT.
1.4(a) By March 15 of each fiscal year, the commissioner of management and budget,
1.5in consultation with the commissioner of revenue, shall determine the estimated increase
1.6in revenues received from taxes imposed under chapter 297E over the estimated revenues
1.7under the February 2012 revenue forecast for that fiscal year. For fiscal years after fiscal
1.8year 2015, the commissioner shall use the February 2012 revenue forecast for fiscal year
1.92015 as the baseline. All calculations under this section must be made net of estimated
1.10refunds of the taxes required to be paid.
1.11(b) On July 1 of each year, beginning in 2013, the amount determined under
1.12paragraph (a) for the previous fiscal year is appropriated from the general fund to the
1.13commissioner of education. The commissioner of education must increase the aid
1.14payment percentage under section 127A.45, subdivision 2, to the lesser of 90 or the
1.15amount funded by the certified amount.
1.16EFFECTIVE DATE.This section is effective beginning with fiscal year 2013."
