1.4four years the municipality shall publish the change in population for the budget year
1.5compared to the previous year, the change in tax capacity for the budget year compared to
1.6the previous year, the effect of inflation on the budget as measured by the change in the
1.7implicit price deflator for government consumption expenditures and gross investment
1.8for state and local governments as determined by the United States Department of
1.9Commerce for the budget period, and the impact of any specific state actions that caused
1.10changes in revenues (such as aid or credit reimbursement changes) or expenditures (such
1.11as imposition of new mandates or expansion of existing mandates, or elimination or
1.12contraction of mandates). For any budget years for which that information is not yet
1.13available, estimates of those factors must be provided."
