1.3Page 50, after line 16, insert:

1.4    "Section 1. Minnesota Statutes 2010, section 245.697, subdivision 1, is amended to
1.5read:
1.6    Subdivision 1. Creation. (a) A State Advisory Council on Mental Health is created.
1.7The council must have 30 31 members appointed by the governor in accordance with
1.8federal requirements. In making the appointments, the governor shall consider appropriate
1.9representation of communities of color. The council must be composed of:
1.10(1) the assistant commissioner of mental health for the department of human services;
1.11(2) a representative of the Department of Human Services responsible for the
1.12medical assistance program;
1.13(3) one member of each of the four five core mental health professional disciplines
1.14(psychiatry, psychology, social work, nursing, and marriage and family therapy);
1.15(4) one representative from each of the following advocacy groups: Mental Health
1.16Association of Minnesota, NAMI-MN, Mental Health Consumer/Survivor Network of
1.17Minnesota, and Minnesota Disability Law Center;
1.18(5) providers of mental health services;
1.19(6) consumers of mental health services;
1.20(7) family members of persons with mental illnesses;
1.21(8) legislators;
1.22(9) social service agency directors;
1.23(10) county commissioners; and
1.24(11) other members reflecting a broad range of community interests, including
1.25family physicians, or members as the United States Secretary of Health and Human
1.26Services may prescribe by regulation or as may be selected by the governor.
2.1(b) The council shall select a chair. Terms, compensation, and removal of members
2.2and filling of vacancies are governed by section 15.059. Notwithstanding provisions
2.3of section 15.059, the council and its subcommittee on children's mental health do not
2.4expire. The commissioner of human services shall provide staff support and supplies
2.5to the council."
2.6Renumber the sections in sequence and correct the internal references
2.7Amend the title accordingly
