1.4 "Sec. 5. Minnesota Statutes 2011 Supplement, section 256M.40, subdivision 1, is
1.5amended to read:
1.6 Subdivision 1.
Formula. The commissioner shall allocate state funds appropriated
1.7under this chapter to each county board on a calendar year basis in an amount determined
1.8according to the formula in paragraphs (a) to
(e) (f).
1.9(a) For calendar years 2011
and, 2012,
and 2013, the commissioner shall allocate
1.10available funds to each county in proportion to that county's share in calendar year 2010.
1.11(b) For calendar year
2013 2014, the commissioner shall allocate available funds to
1.12each county as follows:
1.13(1)
75 80 percent must be distributed on the basis of the county share in calendar
1.14year
2012 2013;
1.15(2) five percent must be distributed on the basis of the number of persons residing in
1.16the county as determined by the most recent data of the state demographer;
1.17(3) ten percent must be distributed on the basis of the number of vulnerable children
1.18that are subjects of reports under chapter 260C and sections
626.556 and
626.5561, and in
1.19the county as determined by the most recent data of the commissioner; and
1.20(4) ten percent must be distributed on the basis of the number of vulnerable adults
1.21that are subjects of reports under section
626.557 in the county as determined by the most
1.22recent data of the commissioner.
1.23(2) 20 percent must be distributed as follows:
1.24(i) 25 percent must be allocated to cover infrastructure costs for grant implementation
1.25which includes a guaranteed floor and an amount based on the county's population size
1.26as determined by the commissioner; and
2.1(ii) 75 percent must be allocated based on the need for vulnerable children and
2.2adult services as follows:
2.3(A) 70 percent shall be allocated to counties based on the county's average three-year
2.4count of vulnerable children who are subjects of family assessments or subjects of
2.5accepted reports under sections 626.556 and 626.5561 per 1,000 county child population
2.6as determined by the most recent data of the commissioner; and
2.7(B) 30 percent shall be allocated to counties based on the county's average three-year
2.8count of vulnerable adults who are subjects of reports accepted for county investigation or
2.9emergency protective services under section 626.557 per 1,000 county adult population
2.10determined by the most recent data of the commissioner.
2.11(c) For calendar year
2014 2015, the commissioner shall allocate available funds to
2.12each county as follows:
2.13(1)
50 60 percent must be distributed on the basis of the county share in calendar
2.14year
2012 2013;
and
2.15(2) Ten percent must be distributed on the basis of the number of persons residing in
2.16the county as determined by the most recent data of the state demographer;
2.17(3) 20 percent must be distributed on the basis of the number of vulnerable children
2.18that are subjects of reports under chapter 260C and sections
626.556 and
626.5561, in the
2.19county as determined by the most recent data of the commissioner; and
2.20(4) 20 percent must be distributed on the basis of the number of vulnerable adults
2.21that are subjects of reports under section
626.557 in the county as determined by the most
2.22recent data of the commissioner.
2.23(2) 40 percent must be distributed as follows:
2.24(i) 25 percent must be allocated to cover infrastructure costs for grant implementation

3.5(2) 15 percent must be distributed on the basis of the number of persons residing in
3.6the county as determined by the most recent data of the state demographer;
3.7(3) 30 percent must be distributed on the basis of the number of vulnerable children
3.8that are subjects of reports under chapter 260C and sections
626.556 and
626.5561, in the
3.9county as determined by the most recent data of the commissioner; and
3.10(4) 30 percent must be distributed on the basis of the number of vulnerable adults
3.11that are subjects of reports under section
626.557 in the county as determined by the most
3.12recent data of the commissioner.
3.13(2) 60 percent must be distributed as follows:
3.14(i) 25 percent must be allocated to cover infrastructure costs for grant implementation
3.15which includes a guaranteed floor and an amount based on the county's population size
3.16as determined by the commissioner; and
3.17(ii) 75 percent must be allocated based on the need for vulnerable children and
3.18adult services as follows:
3.19(A) 70 percent shall be allocated to counties based on the county's average three-year
3.20count of vulnerable children who are subjects of family assessments or subjects of
3.21accepted reports under sections 626.556 and 626.5561 per 1,000 county child population
3.22as determined by the most recent data of the commissioner; and

3.27(e) For calendar year
2016 and each calendar year thereafter 2017, the commissioner
3.28shall allocate available funds to each county as follows:
3.29(1) 20 percent must be distributed on the basis of the
number of persons residing
3.30in the county as determined by the most recent data of the state demographer county
3.31share in calendar year 2013;
and
3.32(2) 40 percent must be distributed on the basis of the number of vulnerable children
3.33that are subjects of reports under chapter 260C and sections
626.556 and
626.5561, in the
3.34county as determined by the most recent data of the commissioner; and
4.1(3) 40 percent must be distributed on the basis of the number of vulnerable adults
4.2that are subjects of reports under section
626.557 in the county as determined by the most
4.3recent data of the commissioner.
4.4(2) 80 percent must be distributed as follows:
4.5(i) 25 percent must be allocated to cover infrastructure costs for grant implementation
4.6which includes a guaranteed floor and an amount based on the county's population size
4.7as determined by the commissioner; and
4.8(ii) 75 percent must be allocated based on the need for vulnerable children and
4.9adult services as follows:
4.10(A) 70 percent shall be allocated to counties based on the county's average three-year
4.11count of vulnerable children who are subjects of family assessments or subjects of
4.12accepted reports under sections 626.556 and 626.5561 per 1,000 county child population

4.21implementation which includes a guaranteed floor and an amount based on the county's
4.22population size as determined by the commissioner; and
4.23(2) 75 percent must be allocated based on the need for vulnerable children and
4.24adult services as follows:
4.25(i) 70 percent shall be allocated to counties based on the county's average three-year
4.26count of vulnerable children that are subject of family assessments or subjects of accepted
4.27reports under sections 626.556 and 626.5561 per 1,000 county child population as
4.28determined by the most recent data of the commissioner; and
4.29(ii) 30 percent shall be allocated to counties based on the county's average three-year
4.30count of vulnerable adults that are subjects of reports accepted for county investigation or
4.31emergency protective services under section 626.557 per 1,000 county adult population
4.32determined by the most recent data of the commissioner."
