1.6Page 6, line 15, after the period insert "Where possible, the assessment of past
1.7performance in serving persons on public programs shall be based on encounter data
1.8submitted to the commissioner. The commissioner shall evaluate past performance
1.9based on both the health outcomes of care and success rates in securing participation in
1.10recommended preventive and early diagnostic care. Data provided by managed care plans
1.11must be provided in a uniform manner as specified by the commissioner and must include
1.12only data on medical assistance and MinnesotaCare enrollees."
