1.4    "Sec. 45. ADDITIONAL DEPUTY REGISTRAR OF MOTOR VEHICLES FOR
1.5SCOTT COUNTY.
1.6Notwithstanding Minnesota Statutes, section 168.33, and rules adopted by the
1.7commissioner of public safety, limiting sites for the Office of Deputy Registrar based
1.8on either the distance to an existing deputy registrar office or the annual volume of
1.9transactions processed by any deputy registrar, the commissioner of public safety shall
1.10appoint a county deputy registrar of motor vehicles for Scott County to operate an
1.11extension of Scott County's license bureau, with full authority to function as a registration
1.12and motor vehicle tax collection bureau, at the new library in the city of Elko New
1.13Market. Notwithstanding rules adopted by the commissioner governing business hours,
1.14the commissioner shall allow the deputy registrar to establish business hours of operation
1.15matching the hours of service at the new library in the city of Elko New Market. All
1.16other provisions regarding the appointment and operation of a deputy registrar of motor
1.17vehicles under Minnesota Statutes, section 168.33, and Minnesota Rules, chapter 7406,
1.18apply to the office."
