1.3    "Sec. 5. RULE CHANGE.
1.4The commissioner shall amend Minnesota Rules, part 7400.5300, subpart 3, to
1.5remove the words "from Minnesota" and to allow a dealer to sell a junked vehicle as
1.6described in subpart 3 to a purchaser whom the dealer verifies is a licensed scrap metal
1.7processor. The commissioner must comply with Minnesota Statutes, section 14.389,
1.8subdivision 5, in adopting the amendment."
1.9Amend the title accordingly
