CONSULTATION; CAREER AND TECHNICAL EDUCATION
1.4PROGRAMS.
1.5(a) The commissioner of education must consult with experts knowledgeable about
1.6secondary and postsecondary career and technical education programs to determine the
1.7content and status of particular career and technical education programs in Minnesota
1.8school districts including intermediate and integration districts and postsecondary
1.9institutions partnering with school districts or offering courses through PSEO and the rates
1.10of student participation and completion for these various programs, including: agriculture,
1.11food, and natural resources; architecture and construction; arts, audio-visual technology,
1.12and communications; business management and administration; computer science; family
1.13and consumer science; finance; health science; hospitality and tourism; human services;
1.14information technology; manufacturing; marketing; science, technology, engineering, and
1.15mathematics; and transportation, distribution, and logistics.
1.16(b) To accomplish paragraph (a) and to understand the current role of local school
1.17districts and postsecondary institutions in providing career and technical education
1.18programs, the commissioner of education, in consultation with experts, also must examine:
1.19(1) the alignment between secondary and postsecondary education programs
1.20throughout Minnesota;
1.21(2) the alignment of academic and career and technical education content and
1.22the extent to which secondary and postsecondary education programs offer students a
1.23progression of coordinated, nonduplicative courses that adequately prepare students to
1.24successfully complete a career and technical education program; and
1.25(3) opportunities for secondary students to acquire postsecondary credit toward
1.26completing a career and technical education program.
2.1(c) Consistent with this section, the commissioner of education must submit a report
2.2by November 1, 2014, to the legislature, including the education policy and finance
2.3committees of the legislature, examining the content and status of particular career and
2.4technical education programs in Minnesota school districts, including each district's
2.5dedicated equipment, resources, and relationships with postsecondary institutions and the
2.6rates of student participation and completion for these various programs.
2.7EFFECTIVE DATE.This section is effective the day following final enactment.
2.8 Sec. 2.
APPROPRIATION.
2.9$....... in fiscal year 2015 is appropriated from the general fund to the commissioner
2.10of education for the purpose of examining particular career and technical education
2.11programs in Minnesota school districts and postsecondary institutions and the rates of
2.12student participation and completion for these various programs."
