1.4    "Sec. 11.MFIP CHILD WELL-BEING PILOT PROJECT.
1.5    Subdivision 1. Establishment. The commissioner of human services, in
1.6consultation with the commissioners of education and health, and the Housing Finance
1.7Agency, shall establish and implement a pilot project in up to three counties to determine
1.8effective strategies to increase MFIP child well-being, especially to improve the school
1.9readiness of young children in families receiving MFIP by increasing parental knowledge
1.10of and access to information and opportunities for early childhood care and education.
1.11"Child well-being" means a child's developmental progress relative to the child's age,
1.12including cognitive, physical, emotional, and social development as measured through
1.13developmental screening tools, school achievement, health status, and other relevant
1.14standardized measures of development.
1.15    Subd. 2. Pilot project goals. The goals of the pilot project are to:
1.16(1) provide early childhood development information and resources to MFIP
1.17parents, including tools parents can use to track their child's development, resources used
1.18by other families in their communities to support their child's growth, and where to go if
1.19parents have questions about their child's development;
1.20(2) determine effective strategies to help parents:
1.21(i) identify when they or their child may benefit from mental health or early
1.22childhood services;
1.23(ii) understand the importance of obtaining services for themselves and their child;
1.24and
1.25(iii) know where to go for services;
2.1(3) determine the best strategies to ensure that MFIP parents can attend to their
2.2child's development and potential need for additional services, if indicated;
2.3(4) consider county staff training issues related to early childhood development
2.4and child well-being;
2.5(5) test various methods of providing information about child development,
2.6including the impact of trauma and poverty in early childhood, to county staff, community
2.7provider staff, and MFIP parents; and
2.8(6) maximize the use of existing resources.
2.9    Subd. 3. County application; participation. Counties may apply to the
2.10commissioner of human services to participate in the pilot project on the forms and
2.11according to the timelines established by the commissioner. The commissioner shall
2.12determine the county or counties that will participate in the pilot project based on the
2.13applications received by the commissioner. Of the counties selected, at least one county
2.14must be a county that is not a metropolitan county, as defined in Minnesota Statutes,
2.15section 473.121, subdivision 4. The commissioner shall provide technical assistance to
2.16participating counties, including advice regarding medical assistance reimbursement for
2.17certain screening and assessment activities under the child and teen checkup program.
2.18    Subd. 4. Services. (a) Services provided under the pilot project shall include, but
2.19are not limited to, providing parents access to:
2.20(1) information regarding healthy child development;
2.21(2) resources to support parenting; and
2.22(3) specialized resources to prevent or mitigate developmental delays, including
2.23family home visiting, Part C Early Intervention, mental health services provided by a
2.24professional with training in children's mental health, child care, and Early Head Start
2.25or Head Start.
2.26(b) Families must begin receiving services under the pilot project no later than
2.27July 1, 2015.
2.28    Subd. 5. Parental participation. The project must allow parents to count
2.29participation in approved early childhood programs as an approved MFIP work activity, if
2.30included in the caregiver's employment plan.
2.31    Subd. 6. Report and recommendations. The commissioner of human services
2.32shall report to the legislative committees with jurisdiction over health and human services
2.33policy and finance by January 15, 2017, information on pilot project participants,
2.34including information on child outcomes, children's school readiness, parent satisfaction,
3.1and parental ability to receive services or other information through the referrals provided
3.2by the county or other staff. The commissioner shall also provide recommendations to
3.3the legislative committees with jurisdiction over health and human services policy and
3.4finance to improve MFIP child well-being outcomes and to expand the project statewide
3.5if the results of the project indicate project participants achieved better outcomes. Child
3.6outcomes must be the primary factor for determining project effectiveness.
3.7    Subd. 7. Expiration. This section expires June 30, 2017."
