1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [6.475] CITY AND TOWN ACCOUNTING SYSTEM SOFTWARE.
1.4(a) The state auditor in consultation with the Minnesota Association of Townships
1.5and the Minnesota Association of Small Cities, may charge a user fee to cities, towns, and
1.6other government entities for the development, maintenance, and distribution of the small
1.7city and town accounting system software.
1.8(b) A city and town accounting systems (CTAS) account is established in the special
1.9revenue fund.
1.10(c) Amounts received under paragraph (a) shall be credited to the CTAS account in
1.11the special revenue fund and are appropriated to the state auditor for all costs associated
1.12with the development, maintenance, and distribution of the small city and town accounting
1.13system software. If at any time the small city and town accounting system software ceases
1.14to be offered by the state auditor, any amount remaining in the CTAS account shall be
1.15equitably refunded to users in consultation with the Minnesota Association of Townships
1.16and the Minnesota Association of Small Cities, and the account shall be closed."
1.17Amend the title accordingly
