Credentialing examination. "Credentialing examination" means an

National Athletic Trainers Association Board of
1.16Certification
, or their recognized successor, for credentialing as an athletic trainer, or
1.17an examination for credentialing offered by a national testing service that is approved
1.18by the board.
1.19 Sec. 24. Minnesota Statutes 2012, section 148.7803, is amended to read:
1.20148.7803 DESIGNATION OF ATHLETIC TRAINER.
1.21 Subdivision 1.
Designation. A person shall not use in connection with the person's
1.22name the words or letters registered athletic trainer; licensed athletic trainer; Minnesota
1.23registered athletic trainer; athletic trainer;
AT; ATR; or any words, letters, abbreviations,
1.24or insignia indicating or implying that the person is an athletic trainer, without a certificate
2.1of registration as an athletic trainer issued under sections
148.7808 to
148.7810. A student
2.2attending a college or university athletic training program must be identified as a
"student
2.3athletic trainer." "athletic training student."
2.4 Subd. 2.
Penalty. A person who violates this section is guilty of a misdemeanor and
2.5subject to section
214.11.
2.6 Sec. 25. Minnesota Statutes 2012, section 148.7805, subdivision 1, is amended to read:
2.7 Subdivision 1.
Creation; Membership. The Athletic Trainers Advisory Council
2.8is created and is composed of eight members appointed by the board. The advisory
2.9council consists of:
2.10(1) two public members as defined in section
214.02;
2.11(2) three members who
, except for initial appointees, are registered athletic trainers,
2.12one being both a licensed physical therapist and registered athletic trainer as submitted by
2.13the Minnesota American Physical Therapy Association;
2.14(3) two members who are medical physicians licensed by the state and have
2.15experience with athletic training and sports medicine; and
2.16(4) one member who is a doctor of chiropractic licensed by the state and has
2.17experience with athletic training and sports injuries.
2.18 Sec. 26. Minnesota Statutes 2012, section 148.7808, subdivision 1, is amended to read:
2.19 Subdivision 1.
Registration. The board may issue a certificate of registration as an
2.20athletic trainer to applicants who meet the requirements under this section. An applicant
2.21for registration as an athletic trainer shall pay a fee under section
148.7815 and file a
2.22written application on a form, provided by the board, that includes:
2.23(1) the applicant's name, Social Security number, home address and telephone
2.24number, business address and telephone number, and business setting;
2.25(2) evidence satisfactory to the board of the successful completion of an education
2.26program approved by the board;
2.27(3) educational background;
2.28(4) proof of a baccalaureate
or master's degree from an accredited college or
2.29university;
2.30(5) credentials held in other jurisdictions;
2.31(6) a description of any other jurisdiction's refusal to credential the applicant;
2.32(7) a description of all professional disciplinary actions initiated against the applicant
2.33in any other jurisdiction;
2.34(8) any history of drug or alcohol abuse, and any misdemeanor or felony conviction;
3.1(9) evidence satisfactory to the board of a qualifying score on a credentialing
3.2examination
within one year of the application for registration;
3.3(10) additional information as requested by the board;
3.4(11) the applicant's signature on a statement that the information in the application is
3.5true and correct to the best of the applicant's knowledge and belief; and
3.6(12) the applicant's signature on a waiver authorizing the board to obtain access to
3.7the applicant's records in this state or any other state in which the applicant has completed
3.8an education program approved by the board or engaged in the practice of athletic training.
3.9 Sec. 27. Minnesota Statutes 2012, section 148.7808, subdivision 4, is amended to read:
3.10 Subd. 4.
Temporary registration. (a) The board may issue a temporary registration
3.11as an athletic trainer to qualified applicants. A temporary registration is issued for
3.12one year 120 days. An athletic trainer with a temporary registration may qualify for
3.13full registration after submission of verified documentation that the athletic trainer has
3.14achieved a qualifying score on a credentialing examination within
one year 120 days after
3.15the date of the temporary registration.
A temporary registration may not be renewed.
3.16(b) Except as provided in subdivision 3, paragraph (a), clause (1), an applicant for
3.17 a temporary registration must submit the application materials and fees for registration
3.18required under subdivision 1, clauses (1) to (8) and (10) to (12).
3.19(c) An athletic trainer with a temporary registration shall work only under the
3.20direct supervision of an athletic trainer registered under this section. No more than
four
3.21 two athletic trainers with temporary registrations shall work under the direction of a
3.22registered athletic trainer.
3.23 Sec. 28. Minnesota Statutes 2012, section 148.7812, subdivision 2, is amended to read:
3.24 Subd. 2.
Approved programs. The board shall approve a continuing education
3.25program that has been approved for continuing education credit by the
National Athletic
3.26Trainers Association Board of Certification
, or its recognized successor.
3.27 Sec. 29. Minnesota Statutes 2012, section 148.7813, is amended by adding a
3.28subdivision to read:
3.29 Subd. 5. Discipline; reporting. For the purposes of this chapter, licensed athletic
3.30trainers and applicants are subject to the provisions of sections 147.091 to 147.162.
3.31 Sec. 30. Minnesota Statutes 2012, section 148.7814, is amended to read:
3.32148.7814 APPLICABILITY.
4.1Sections
148.7801 to
148.7815 do not apply to persons who are certified as athletic
4.2trainers by the
National Athletic Trainers Association Board of Certification
or the board's
4.3recognized successor and come into Minnesota for a specific athletic event or series of
4.4athletic events with an individual or group."
