1.3Page 1, after line 4 insert:

1.4    "Section 1. Minnesota Statutes 2012, section 5B.06, is amended to read:
1.55B.06 VOTING BY PROGRAM PARTICIPANT; ABSENTEE BALLOT.
1.6A program participant who is otherwise eligible to vote may register with the secretary
1.7of state as an ongoing a permanent absentee voter. Notwithstanding section 203B.04,
1.8subdivision 5, the secretary of state is not required to send an absentee ballot application
1.9prior to each election to a program participant registered as a permanent absentee voter
1.10under this section. As soon as practicable before each election, the secretary of state
1.11shall determine the precinct in which the residential address of the program participant is
1.12located and shall request from and receive from the county auditor or other election official
1.13the ballot for that precinct and shall forward the absentee ballot to the program participant
1.14with the other materials for absentee balloting as required by Minnesota law. The program
1.15participant shall complete the ballot and return it to the secretary of state, who shall review
1.16the ballot in the manner provided by section 203B.24. If the ballot and ballot materials
1.17comply with the requirements of that section, the ballot must be certified by the secretary
1.18of state as the ballot of a program participant, and must be forwarded to the appropriate
1.19electoral jurisdiction for tabulation along with all other ballots. The name and address of a
1.20program participant must not be listed in the statewide voter registration system."
1.21Page 2, line 35, after the period insert "An eligible voter listed as an ongoing
1.22absentee voter as of July 31, 2013, pursuant to laws in effect on that date, shall be treated as
1.23if the voter applied for status as a permanent absentee voter pursuant to this subdivision."

1.27Renumber the sections in sequence and correct the internal references
