1.3Page 3, delete section 4 and insert:

1.4    "Sec. 4. Minnesota Statutes 2012, section 114D.50, is amended by adding a subdivision
1.5to read:
1.6    Subd. 4a. Riparian buffer payments; reporting. When clean water funds are
1.7used to purchase riparian buffer easements, payments for the first 50 feet of riparian
1.8buffer which are non-compliant with Minnesota Rules, part 6120.3300, cannot exceed
1.9non-cropped rates as established under section 103F.515. The Board of Water and Soil
1.10Resources must include in its biennial report on clean water fund appropriations the
1.11funding spent on easements for riparian buffers that are not compliant with Minnesota
1.12Rules, part 6120.3300."
