1.6 Subd. 6. Income discrepancies. The commissioner shall monitor the extent
1.7to which county agencies effectively identify and resolve discrepancies identified by
1.8electronic file matches of reported income amounts to other government data for medical
1.9assistance applicants and recipients. The commissioner shall:
1.10(1) measure the number of discrepancies found to be invalid and the number of valid
1.11discrepancies that resulted in benefit changes;
1.12(2) monitor whether county agencies take appropriate action to determine the
1.13validity of a discrepancy and to adjust, as necessary, a participant's eligibility; and
1.14(3) quantify the benefit overpayments identified by valid file matching discrepancies.
1.15EFFECTIVE DATE.This section is effective July 1, 2013."

1.17 "Sec. 17. Minnesota Statutes 2012, section 256L.05, subdivision 2, is amended to read:
1.18 Subd. 2.
Commissioner's duties. The commissioner or county agency shall use
1.19electronic verification as the primary method of income verification.
The commissioner
1.20shall verify Social Security numbers and income reported by MinnesotaCare applicants
1.21and recipients to other government data. If there is a discrepancy between reported
1.22income and electronically verified income, an individual may be required to submit
1.23additional verification. In addition, the commissioner shall perform random audits to
1.24verify reported income and eligibility. The commissioner
may shall execute data sharing
1.25arrangements with the Department of Revenue and any other governmental agency in
1.26order to perform income verification related to eligibility and premium payment under the
2.1MinnesotaCare program.
The commissioner shall coordinate file matching procedures
2.2under this subdivision with those adopted by the Minnesota Insurance Marketplace
2.3established under chapter 62V.
2.4EFFECTIVE DATE.This section is effective July 1, 2013, and applies to
2.5applications and renewals submitted on or after that date."
