1.5By February 1, 2014, the commissioner of health, in consultation with local public
1.6health, health care, and community partners, must submit a report to the chairs and ranking
1.7minority members of the committees with jurisdiction over health policy and finance, on a
1.8plan for advancing health equity in Minnesota. The report must include the following:
1.9(1) assessment of health disparities that exist in the state and how these disparities
1.10relate to health equity;
1.11(2) identification of policies, processes, and systems that contribute to health
1.12inequity in the state;
1.13(3) recommendations for changes to policies, processes and systems within the
1.14Department of Health that would increase the department's leadership in addressing health
1.15inequities;
1.16(4) identification of best practices for local public health, health care, and community
1.17partners to provide culturally responsive services and advance health equity; and
1.18(5) recommendations for strategies for the use of data to document and monitor
1.19existing health inequities and to evaluate effectiveness of policies, processes, systems,
1.20and environmental changes that will advance health equity.

1.21    Sec. .... ELIMINATING HEALTH DISPARITIES GRANTS; ORGANIZATIONS
1.22WITH LIMITED FISCAL CAPACITY.
1.23For grants awarded under Minnesota Statutes, section 145.928, during the fiscal
1.24years ending June 30, 2013, and June 30, 2014, the commissioner of health may provide
1.25working capital advanced to grantees determined during the application process to have
1.26limited financial capacity, in accordance with Office of Grant Management Policies."
