1.3Page 28, after line 15, insert:

1.4    "Sec. 47. Minnesota Statutes 2012, section 473.408, is amended by adding a
1.5subdivision to read:
1.6    Subd. 11. Farebox recovery plan. The council shall develop and implement a plan
1.7that achieves, beginning in calendar year 2020 and thereafter, a farebox recovery rate of at
1.8least 40 percent. For purposes of this subdivision, the farebox recovery rate is calculated
1.9as an annual average across all regular route bus and rail service operated or contracted by
1.10the council, excluding special transportation service under section 473.386."
1.11Renumber the sections in sequence and correct the internal references
1.12Amend the title accordingly
