1.8to Minnesota Statutes, section 93.25, subdivision 2 contained in article 4, section 58 of
1.9H.F. 976. Minnesota Statutes, section 14.386, does not apply except as provided under
1.10Minnesota Statutes, section 14.388.

1.11    Sec. 5. RULEMAKING; PERMIT TO MINE.
1.12The commissioner of natural resources may use the good cause exemption under
1.13Minnesota Statutes, section 14.388, subdivision 1, clause (3), to amend Minnesota Rules,
1.14chapter 6130, to conform with the changes to Minnesota Statutes, section 93.46 contained
1.15in article 4, section 60 of H.F. 976. Minnesota Statutes, section 14.386, does not apply
1.16except as provided under Minnesota Statutes, section 14.388."
