1.9Disabilities Act, United States Code, title 42, sections 12131 to 12165, to ensure equal
1.10access to voters with disabilities. Access experts shall be included in the development of
1.11any voter registration Web site, and the site's accessibility must be verified and certified
1.12accessible by an independent body with expertise in accessibility issues."

1.23Renumber the sections in sequence and correct the internal references
