1.4 "Sec. 5.
LEGISLATIVE HEALTH CARE WORKFORCE COMMISSION.
1.5 Subdivision 1. Legislative oversight. The Legislative Health Care Workforce
1.6Commission is created to study and make recommendations to the legislature on how to
1.7achieve the goal of strengthening the workforce in healthcare.
1.8 Subd. 2. Membership. The Legislative Health Care Workforce Commission
1.9consists of five members of the senate appointed by the subcommittee on committees
1.10of the Committee on Rules and Administration and five members of the house of
1.11representatives appointed by the speaker of the house. The Legislative Health Care
1.12Workforce Commission must include three members of the majority party and two
1.13members of the minority party in each house.
1.14 Subd. 3. Report to the legislature. The Legislative Health Care Workforce
1.15Commission must provide a report making recommendations to the legislature by
1.16December 31, 2014. The report must:
1.17(1) identify current and anticipated health care workforce shortages, by both
1.18provider type and geography;
1.19(2) evaluate the effectiveness of incentives currently available to develop, attract,
1.20and retain a highly skilled health care workforce;
1.21(3) study alternative incentives to develop, attract, and retain a highly skilled health
1.22care workforce; and
1.23(4) identify current causes and potential solutions to barriers related to the primary
1.24care workforce, including, but not limited to:
1.25(i) training and residency shortages;
1.26(ii) disparities in income between primary care and other providers; and
2.1(iii) negative perceptions of primary care among students.
2.2 Subd. 4. Reports to the commission. The commissioners of health, human
2.3services, commerce, and other state agencies shall provide assistance and technical
2.4support to the commission at the request of the commission. The commission may
2.5convene subcommittees to provide additional assistance and advice to the commission.
2.6 Subd. 5. Expiration. The Legislative Health Care Workforce Commission expires
2.7on January 1, 2015.
2.8EFFECTIVE DATE.This section is effective the day following final enactment."
