1.7    "(b) The commissioner shall allocate the amount under paragraph (a) one-half for
1.8the border city enterprise zone program and one-half for the border city development zone
1.9program. The commissioner shall distribute the allocation amounts for each program
1.10among the cities with the designated zones under that program on a per capita basis. A
1.11border city that qualifies under both programs may allocate the amounts between the two
1.12programs as it determines appropriate."

1.14    "Sec. 10. Minnesota Statutes 2012, section 469.1731, subdivision 1, is amended to read:
1.15    Subdivision 1. Designation. To encourage economic development, to revitalize the
1.16designated areas, to expand tax base and economic activity, and to provide job creation,
1.17growth, and retention, the following border cities may designate, by resolution, areas of
1.18the city as development zones after a public hearing upon 30-day notice.
1.19    (a) The city of Breckenridge may designate all or any part of the city as a zone.
1.20    (b) The city of Dilworth may designate between one and six areas of the city as
1.21zones containing not more than 100 acres in the aggregate.
1.22    (c) The city of East Grand Forks may designate all or any part of the city as a zone.
1.23    (d) The city of Moorhead may designate between one and six areas of the city as
1.24zones containing not more than 100 acres in the aggregate.
1.25    (e) The city of Ortonville may designate between one and six areas of the city as
1.26zones containing not more than 100 acres in the aggregate.
1.27    (f) The city of Taylors Fall may designate all or any part of the city as a zone.
2.1EFFECTIVE DATE.This section is effective July 1, 2014."
