Vice Chair Hosch began the twenty-first meeting at 12:36 p.m. on Wednesday, March 7, 2007, in Room 10 of the State Office Building. A quorum was not present.
HF 785 (NORTON) - Parental contribution for services for persons with developmental disabilities modified.
Rep. Norton made a brief presentation of her bill. Also testifying on behalf of the bill was
Kim Stanley of the Minneapolis area, and parent of two disabled children.
Vice Chair Hosch formally called the meeting to order at 12:45 p.m. A quorum was present.

Rep. Thissen moved approval of the March 6, 2007, minutes. The motion prevailed.
Vice Chair Hosch moved HF 785 for consideration in the final omnibus bill. Rep. Norton continued her testimony and Steve Larson of ARC Minnesota also came to the table to respond to questions which followed.
Chris Ricker, Health Care Manager and Financial Officer at DHS, also came to the table to respond to questions.
The Vice Chair renewed his motion that HF 785 be laid over for possible inclusion in the final omnibus bill.
HF 1288 (MURPHY, E) - Day training and habilitation transportation rates modified.
Rep. Murphy moved HF 1288 for possible inclusion in the final omnibus bill and gave a brief explanation of the bill. Also testifying in favor of the bill were:
Lynne Megan, President and CEO of TSE, Inc., Roseville
Charles Oakes, Executive Director, West Central Industries, Willmar
Dan McCarthy, Department of Human Services also responded to questions.
Rep. Murphy, E., renewed her motion that HF 1288 be laid over for possible inclusion in the final omnibus bill.
HF 705 (LOEFFLER) - Mental retardation and related conditions (MR/RC) waiver, family support grants and semi-independent living services funding provided.
Rep. Loeffler moved HF 705 for consideration in the final omnibus bill and made a brief presentation of the bill. Also testifying:
Timothy Mulrooney of St. Paul told of his experiences as a parent of a child with disabilities.
Questions and answers followed.
Dan McCarthy, DHS, came back to the table to respond to further questions of the committee.
Rep. Loeffler renewed her motion that HF 705 be laid over for consideration in the final omnibus bill.
HF 708 (THISSEN) - Medicare Part D assistance program established, ombudsman for managed care funding provided, and limited medical assistance coverage provided for individuals eligible under Medicare Part D.
Rep. Thissen moved HF 708 before the committee and moved to amend the bill as follows:
page 2, line 2.5, delete "the following:"
page 2, line 2.6, delete "(1)"
page 2, line 2.9, delete "; and" and insert "."
page 2, delete lines 2.10 through 2.14
The motion prevailed. The amendment was adopted. Also testifying on the bill were:

Anne Henry, Minnesota Disability Law Center, Minneapolis and Karen Russell, Legislative Liaison, Department of Human Services came to the table to respond to questions as well.
Rep. Thissen renewed his motion that HF 708, as amended, be laid over for possible inclusion in the final omnibus bill.
Vice Chair Hosch adjourned the meeting at 1:56 p.m.
