MINUTES
Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, started the sixteenth meeting of the House Public Safety Policy & Oversight Committee at 1:11 pm on Thursday, March 5, 2009 in the Basement of the State Office Building.

HF1021 (Kelly): Arrest authorized for person who escapes from custody on an allegation or adjudication of a delinquent act.
Rep. Kelly presented HF1021 and took questions from the committee.
Cari Gerlacher, Minnesota Department of Corrections, testified in support of HF1021 and took questions from the committee.
A quorum was present at 1:16pm and the meeting was officially called to order.
Rep. Kelly moved that HF1021 be laid over for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Rep. Kelly moved to amend HF1021 (see

Rep. Kelly renewed his motion that HF1021 be laid over as amended for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Chair Hilstrom laid HF1021 over as amended for possible inclusion in the Public Safety Policy & Oversight omnibus bill.
Chair Hilstrom called for a motion to approve the minutes of March 5, 2009.
Rep. Bigham moved to approve the minutes of March 5, 2009.

HF551 Committee Engrossment 1 (Kalin): Predatory offender risk-level assessment process amended, penalties increased, and training required regarding predatory offenders for those who care for children and vulnerable adults.
Rep. Kalin presented HF551 CE-1 and took questions from the committee.

Rep. Lesch presented the division report from the Crime Victims/ Criminal Records Division on HF248 (Paymar), HF551 CE-1 (Kalin), HF720 (Hilstrom) and HF818 (Hilstrom) and took questions from the committee.
Rep. Lesch renewed his motion that the Crime Victims/ Criminal Records Division Report be adopted.

HF818 (Hilstrom): Financial records disclosure in connection with financial exploitation investigations authorized, procedures for reporting and investigation maltreatment modified, duties of financial institution in cases of financial exploitation specified, and penalties imposed.
