Vice-Chair Norton called the twenty-fifth meeting of the Health Care and Human Services Finance Committee to order at 10:10 a.m. in Room 200 of the State Office Building on Thursday, March 12, 2013. A quorum was present and the committee legislative assistant noted the roll:

HF 139 (Nornes) - Otter Tail County; nursing facility payment rate increase provided.
Representative Dean moved HF 139 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill.
Representative Nornes gave a brief overview of his bill. Testifying were:

Following discussion, the Chair laid the bill over for possible inclusion in the Health and Human Services Finance omnibus bill.
HF 375 (Erickson, S.) - Nursing facility rate increase provided for
Vice Chair Norton moved HF 375 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill. Representative Erickson gave a brief overview of her bill. Testifiers were:

Vice Chair Norton laid the bill over for possible inclusion in the Health and Human Services Finance committee omnibus bill.
Jim Nobles, Legislative Auditor, gave an overview of the Evaluation Report on Medical Assistance Payment Rates for Dental Services, 2013. Also testifying were:

Scott Leitz, Assistant Commissioner of Health Care, Department of Human Services
Discussion occurred.
At 10:56 a.m. Representative Quam took the gavel to allow Vice Chair Norton to present her two bills.
HF 176 (Norton) - Dental services for the disabled expanded
Representative Norton moved HF 408 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill. Having moved the wrong bill, Representative Norton withdrew her motion and instead moved HF 176 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill, and further moved adoption of and explained the
H0176A1 amendment. The motion prevailed. The H0176A1 amendment was adopted. Testifying were:

Following discussion, Chair Quam laid the bill over for possible inclusion in the Health and Human Services Finance committee omnibus bill, as amended.
HF 408 (Norton) - Dental reimbursement provisions modified
Representative Norton moved HF 408 be recommended to pass and laid over for possible inclusion in the Health and Human Services omnibus bill and gave a brief overview. Testifying were:
Dr. Michael Flynn, President, Minnesota Dental Association
Aaron Bumann, American Student Dental Association and Minnesota Dental Association
Lloy Russell, Metropolitan Pediatric Dental Associates
Dr. John Gulon, DDS, Park Dental
Rep. Norton made final comments and the bill was laid over for possible inclusion in the Health and Human Services omnibus bill.
HF 483 (Fritz) - Newborn screening required for critical heart disease.
Representative Fritz moved HF 483, as previously amended on March 5, be reconsidered and sent to the General Register. The motion prevailed. HF 483, as amended by the
H0483A2 amendment on March 5, was reconsidered as amended and sent to the General Register.
