STATE GOVERNMENT FINANCE COMMITTEE
MINUTES
Representative Anderson, Chair of the State Government Finance Committee, called the meeting to order at 8:16 A.M. on March 17, 2016, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Chair Anderson called the meeting to order at 8:16 A.M. A quorum was present.
Representative Dettmer moved that the minutes from the committee meetings on March 16, 2016 be approved. THE MOTION PREVAILED.
Mark Shepard, House Research, gave an overview of the history of the Office of the State Auditor.
Susan Lenczeski, Executive Director, Legislative Commission on Pensions and Retirement for the State of Minnesota, commented on requirements for reporting pension costs.
Helen Roberts, House Fiscal, gave an overview of the history of funding for the Office of the State Auditor.
Representative Anderson, S. moved that HF3077 come before the committee and be laid over for possible inclusion.
HF3077 (Anderson, S.) – State auditor enterprise fund repealed, Office of the State Auditor funding from the general fund provided, and money appropriated.
Representative Anderson, S. moved the H3077A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Representative Schultz moved the H3077A3 Amendment.
The following testified on the H3077A3 Amendment:

Bruce Messelt, County Administrator, Chisago County
Representative Schultz offered an oral amendment to the H3077A3 Amendment.
Page 1, line 8 of the H3077A3 amendment, before “Bids” insert “If a county pursues a contract with a CPA firm,”
Page 1, line 9 of the H3077A3 amendment, delete “and open to the state auditor for submission and response.” and insert “. A county must send the notice to the state auditor and allow the state auditor to respond to the solicitation.”
Representative Schultz withdrew the oral amendment and the H3077A3 Amendment.
Representative Anderson, S. renewed the motion that HF3077 be laid over, as amended, for possible inclusion. THE MOTION PREVAILED.
