MINUTES

Representative Michael Nelson, Chair of the Labor and Industry Finance and Policy Committee, called the meeting to order at 1:02 PM on March 21, 2023 in Room 10 of the State Office Building. It was broadcast via House Public Information Services.

Representative Mekeland recalled the minutes from March 9, 2023.

Representative Mekeland moved to approve the minutes from March 9, 2023, as amended. THE MOTION PREVAILED.

Representative Jordan moved to approve the minutes from March 16, 2023. THE MOTION PREVAILED.

HF 1872 (Hollins); Micro-unit dwellings authorized on religious properties.

Chair Nelson moved that HF 1872 be laid over for possible inclusion in an omnibus bill.

Chair Nelson moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hollins presented HF 1872, as amended.

HF 2164 (Kraft); Contractor recovery fund modified to include claims against solar installers.

Chair Nelson moved that HF 2164 be laid over for possible inclusion in an omnibus bill.

Chair Nelson moved the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kraft presented HF 2164.

The following testified on HF 2164, as amended.

Chair Nelson renewed the motion that HF 2164 be laid over for possible inclusion in an omnibus bill.

HF 2104 (Daniels); State Building Code; new buildings with pitched roofs exempted from requiring dedicated anchorages for window cleaning.

Chair Nelson moved that HF 2104 be laid over for possible inclusion in an omnibus bill.

Lead McDonald moved the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Lead McDonald presented HF 2104, as amended.

Lead McDonald renewed the motion that HF 2104 be laid over for possible inclusion in an omnibus bill.

HF 1700 (Feist); Keeping Nurses at the Bedside Act of 2023; hospital nurse staffing committee and hospital nurse workload committee requirements established, hospital core staffing plan requirements modified, commissioner of health required to grade and publicly disclose hospital compliance with core staffing plans, requirements related to hospital preparedness and incident response action plans to acts of violence modified, eligibility for nursing facility employee scholarships modified, hospital nursing education loan forgiveness program established, eligibility for health professional education loan forgiveness program modified, commissioner of health required to study hospital staffing, grant program established to improve mental health of health care workers, report required, and money appropriated.

Chair Nelson moved that HF 2104 be laid over for possible inclusion in an omnibus bill.

Chair Nelson moved the A6 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF 1700, as amended.
