Democrats Vote Down Constitutional Amendment That Would Return Excess Funds to Taxpayers
St. Paul, MN - [03/18/25] - Yesterday, following the House Floor vote, Representative Bidal Duran (R-Bemidji) expressed disappointment as all 67 Democrats voted against House File 4, a bill he coauthored to ensure taxpayers pay no more than necessary and receive tax relief in the event of a surplus.
“This bill is about accountability. When the government sees a surplus, it should be returned to the people - the ones who earned it,” said Representative Duran. “While Democrats see a surplus as an opportunity to spend more taxpayer money, I believe it’s essential to return that surplus to the hardworking people of Minnesota. Taxpayers deserve to keep more of their hard-earned money, especially when the state has a surplus.”
The proposed constitutional amendment would establish a Minnesota Tax Relief Fund, directing any surplus tax revenue exceeding 105% of projected expenditures into the fund. These funds would then be used to provide one-time, non-taxable refunds to property and income taxpayers or to offset the cost of one-time tax reductions.
This measure ultimately failed after the floor voted along party lines.
