Capitol Update from Rep. Deb Kiel

Monday, March 2, 2015

Dear Neighbors,

Here is an update from the Capitol.

Committee Hearings

Last week, several bills I authored received hearings in House committees.

Alzheimer’s Research Bill

House File 278 is a bipartisan bill that creates an Alzheimer’s research grant program and provides statewide dementia grants. It received a hearing in the Aging and Long-Term Care Committee on Wednesday and was passed onto the Government Operations Committee.

This bill not only provides vital funding needed to research this devastating disease, but also connects caregivers of persons with dementia and Alzheimer’s to much-needed education and resources. As a former caregiver to a relative with dementia, I know how valuable local resources can be, and I am honored to be carrying this bill.

Riverwatch Program

On Tuesday, the Legacy Committee heard HF 618, a bill that appropriates $300,000 for continuation of the Riverwatch program, where students and schools can learn more about water quality and the environment. Nine schools in District 1B participate in the program, and local students collect ground and water samples to measure flood risk and water quality in our communities.

It’s a wonderful opportunity to learn more about environmental sciences, and HF 618 was heard and laid over for possible inclusion as part of a larger omnibus bill.

Farm Business Management Funding

In the Agriculture Finance Committee this week, HF 888 was heard, a bill that increases funding for farm business management grants. They would be awarded through the Department of Agriculture and the Minnesota Agricultural Education Leadership Council.

Ag education is so important, especially in rural districts like ours, and I am pleased this bill received a hearing and has bipartisan support.

Flood Hazard Mitigation Grants

On Thursday in the Environment and Natural Resources Committee, my bill HF 775 received a hearing. The bill appropriates $3.4 million for a bond for flood hazard mitigation grants for community levee projects in Climax and Nielsville.

Expanding Tech Classes for Rural Students

Finally, on Thursday in the Education Finance Committee, two bills I authored were heard that would expand tech classes for rural students who don’t have access to certain programs through their schools.

A traveling mobile classroom would help students learn welding, shop and other technical skills. They would also connect with two year MnSCU colleges to take an online component, providing post-secondary level courses so students can earn credit for both high school and college.
