Rep. Kresha Introduces Bill to Protect Aircraft Owners from Surveillance-Based Fees
St. Paul, MN — Today, Representative Ron Kresha dropped a bill that prevents the state, local governments, or private entities from using aircraft surveillance data to impose fees on aircraft owners or operators flying over Minnesota.
The bill focuses on Automatic Dependent Surveillance-Broadcast (ADS-B) technology, a modern system that enhances flight safety by sharing aircraft position data. The legislation ensures that this data cannot be used to calculate or collect fees based on aircraft movements.
“This bill is about protecting pilots and aircraft owners from unfair, surveillance-based fees,” said Rep. Kresha. “Minnesota should be a place that supports aviation, not one that taxes it through backdoor data collection.”
The bill has been filed and will move through the legislative process in the coming weeks.
