ST. PAUL, MN – Chair Jon Koznick (R-Lakeville) introduced House File 261 in committee on Wednesday, a bill that builds upon a successful pilot program providing equine-experiential mental health therapy for first responders suffering from trauma and post-traumatic stress disorder (PTSD).
The legislation expands eligibility for this innovative therapy program to include active and retired police officers, full-time and volunteer firefighters, ambulance service personnel, 911 telecommunicators, and correctional officers. This expansion ensures more first responders can access this therapy method that has demonstrated remarkable success in addressing the unique stressors of their professions.
“First responders face immense pressure and trauma in the line of duty, and we need to do more to support their mental health,” said Koznick. “The pilot program we established has already shown a 98% retention rate for first responders who participated. This bill ensures we continue investing in a program that is making a real difference in the lives of those who serve and protect our communities.”
Under the bill, $250,000 in 2026 and 2027 of current workforce funds, would be allocated to Abijah's On the Backside, a program specializing in equine-assisted therapy for individuals dealing with PTSD and job-related trauma.
Community members can show their support for first responders by attending the Rotary Club’s, Run for the Roses Gala, a fundraising event dedicated to providing mental health resources for those who serve on the front lines.
