THIS WEEK IN THE LEGISLATURE
EARLY CHILDHOOD FAMILY EDUCATORS AND ADULT BASIC EDUCATORS BILL
On Monday I presented HF1116 in the Education Policy Committee to allow Early Childhood Family Educators (ECFEs) and Adult Basic Educators (ABEs) to be covered under the continuing contract law and Teacher Tenure Act. This means that these teachers would get more predictable notice of planned layoffs and would be entitled to the due process upon proposed termination that K-12 teachers currently receive. The bill was laid over for possible inclusion in a future education policy bill.
SPECIAL TAX INCREMENT FINANCING FOR THE UPPER HARBOR TERMINAL REDEVELOPMENT PROJECT
I also presented HF 671 on Monday in the Property and Local Tax Division. This bill would allow the City of Minneapolis to create one or more redevelopment tax increment financing districts on the Upper Harbor Terminal; provides the City flexibility in structuring tax increment bonds or loans; and allows tax increments to be potentially pooled, or spent outside the boundaries of the TIF district, to pay for public infrastructure like utilities, road construction, and the relocation of power lines. The bill was laid over for possible inclusion in a Property and Local Tax Division report.

APARTMENT ACCESS FOR CENSUS WORKERS
Today I presented HF 2059 in the Subcommittee on Elections to allow apartment access for Census Workers. This bill is needed because the upcoming 2020 Census will decide whether Minnesota retains eight Congressional seats. Additionally, the Census drives many federal funding formulas. It is estimated that for every resident who is not counted, Minnesota will lose $1,532 annually through a wide variety of federal funding formulas. Having access to apartment buildings will allow us to reach as many residents as possible. The bill was re-referred to the Government Operations Committee.
MINNESOTA HOUSE APPROVES EQUAL RIGHTS AMENDMENT BILL
Yesterday the Minnesota House approved the Equal Rights Amendment (ERA) ballot question to let Minnesotans decide whether or not to give everyone full equality under our Constitution. I am a proud co-author of the bill and voted yes because all Minnesotans should have the opportunity to succeed, regardless of gender. Now the Republican-controlled Senate is responsible for determining whether voters will have that opportunity in 2020.
