Legislative Update: 100% carbon-free electricity by 2040

Last night, I was proud to join all House DFLers, advancing transformative legislation to pass House File 7. This legislation tackles the climate crisis and creates good jobs. It establishes new clean energy goals for the state and puts Minnesota on a path to produce 100% carbon-free electricity by 2040.

According to the University of Minnesota, the state of Minnesota is one of the fastest-warming states in the nation. In 2007, a DFL House, DFL Senate, and a GOP Governor enacted the Next Generation Energy Act, which sought to reduce greenhouse gas emissions 80% from 2005 levels by 2050. According to a 2021 Minnesota Pollution Control Agency (MPCA) report, the state is not on track to meet its clean energy goals, with emissions declining just eight percent from 2005 levels.

Over the past four years the Minnesota House has voted twice to improve upon the state’s clean energy goals, most recently in 2021 when legislators approved a Commerce and Energy budget establishing the same 100% by 2040 clean energy goals legislators voted for on Thursday. Twenty-one other states have already established a 100% clean-energy standard or goal.

The same bill is advancing in the Minnesota Senate. Gov. Walz included the same policy in past budgets and in his proposal for fiscal years 2024-2025.

Community & The Capitol 

We are hearing many consequential bills in our committees. This week, the Education Policy Committee, which I chair, advanced HF320, strengthening the Teachers of Color Act. This is an important measure, which widens the field to recruit teachers of color or American Indian. We know children learn when those in the front of the classroom look like them. It is important our diverse population is reflected in the classroom.

On Monday, I visited Hopkins West Junior High. As chair of the Education Policy Committee, it is always a joy to meet with educators in the classroom. Thank you for the invitation!

Governor’s Budget Released

This week, Governor Walz released his One Minnesota Budget, reflecting Minnesotans’ values. The governor focuses on improving the lives of everyone in our state. I look forward to incorporating the governor’s priorities with the legislature’s as we craft our budget in the coming months. We can only succeed as a state when we all work together to make Minnesota the best place to live, work, and raise a family.
