Report from the Capitol: Week 2

Dear Granite City Neighbors,

Happy Friday! It’s been a busy and productive week. Bills are being introduced, committee hearings are underway, and the floor of the House is buzzing with activity. We are working swiftly to get things done!

I am proud to report that we passed our first law of the session: a federal tax conformity bill! This delivers over $100 million in tax cuts to a wide variety of individuals, families, and small businesses. The Department of Revenue says it can administer this conformity in time for tax season since it has been passed and signed into law within the first two weeks of session.

Minnesotans sent us here to get work done for them, and that’s what we’re delivering. Here is an update on a few of the high-profile bills I’m working on:

 

 

Legalizing Adult-Use Cannabis

Last week, we officially introduced legislation I’m co-authoring to legalize adult-use cannabis.

Our bill creates a safe, well-regulated, and legal marketplace, including best practices for consumer protection, health, and public safety. It also includes a robust expungement program, so people who have disproportionately been caught in the criminal justice system due to cannabis can move on with their lives.

Minnesota’s current cannabis laws are doing more harm than good, and over the last three years, my colleagues and I have worked and listened to build a Minnesota-specific model for cannabis legalization. I’m excited to move this proposal forward to address inequities, create economic opportunities, and modernize outdated laws. 

 

 

Protecting Reproductive Freedom

An issue dominating conversations I’ve had with constituents this past year has been the dire need to protect reproductive rights in Minnesota. Politics have no place in a doctor’s office, but last year the U.S. Supreme Court unraveled a half-century of legal protections guaranteeing the right to an abortion. In response, the Protect Reproductive Options (PRO) Act has been making its way through committee hearings in the Minnesota House, and it’s a bill I strongly support. 

This bill protects Minnesotans’ right to contraception, the right to carry a pregnancy to term, the right to an abortion, and ensures the right to privacy for personal reproductive health decisions. It also prevents interference by politicians who seek to enact or defend medically unnecessary barriers to comprehensive reproductive health care. We need to pass the PRO Act because we can’t risk only relying on court precedent to protect reproductive freedom in Minnesota.

Defending Our Democracy

On the 2nd anniversary of the January 6th insurrection, I joined several of my House and Senate colleagues in forming the Inclusive Democracy Caucus. The past few years have shown us we need to protect and strengthen our democracy.

That means stepping up to protect our nonpartisan election workers who have faced harassment from anti-democratic forces, making voting more accessible to young people, restoring the vote to those who have paid their debt to society, and bringing transparency to the dark money and corporate influence on our elections.

 

 

Repealing the tax on Social Security

This week, we introduced the legislation I co-authored to eliminate Minnesota’s Social Security income tax. Our bill (HF 300) would allow retirees to deduct 100% of all Social Security income on their state income taxes.

Current law makes Social Security double-taxed: once when it’s taken out of a paycheck, and again when you receive the benefit as a senior. Minnesota is one of only 12 states to tax Social Security. Passing this bill into law would benefit over 400,000 seniors.
