Legislative Update - House Passes Public Safety Budget

Monday, April 28, 2025

Dear Neighbors,

At the Capitol we are finalizing and passing our House budget bills as we enter the last month of session. These bills are hard-fought compromises, and like most compromises, both sides have things they like and don’t like about these bills. However,we were able to preserve the progress made in previous sessions while also stopping attempts to make our state more like the Trump-run federal government.

Legislative Activity

On Friday, I voted alongside my colleagues to pass the House Public Safety and Judiciary budget bill with broad bipartisan support. Much of my last few weeks has been devoted to putting this bill together, so I’m happy to see it pass this important step.

This bill takes direct action to combat the chaotic actions of the Trump Administration that harm victim services and put Minnesotans’ safety at risk. By funding life-saving victim services programs that help victims of domestic violence, sexual assault, child abuse, and other crimes, this bill helps keep Minnesotans safe. These services are critical and form a strong foundation of safety that we all rely on. I will keep fighting for these services as this bill heads to conference committee with the Senate.

Also on Friday, my Public Safety policy bill passed with near unanimous support. It has important provisions, including one that ensures people in jail have access to their prescription medications and another that protects the confidential communications a domestic violence victim has with an advocate.

I’m pleased to report that many of my individual bills continue to move forward. For example, my three constituent-led bills – creation of an HOA ombudsperson, protections for residents in assisted living facilities, and decreasing barriers for family child care providers – are included in bills that will be heard on the House floor.

House Passes 2025 Agriculture Budget

We fought for a people-focused Agriculture Budget that feeds Minnesotans, safeguards workers and consumers from looming threats like bird flu, and supports small, emerging farmers in an economy tilted towards large corporations.

DFLers included increases in funding for Farm to School and Early Care and Local Food Purchasing programs, which nourish our kids while also providing stability to local farmers. We increased workplace protections for meat and poultry workers and ensured retail milk and poultry will be tested for bird flu. We’re also helping the next generation of farmers by increasing down payment assistance for those just getting started in agriculture.

State of the State

Last week, Governor Walz delivered his State of the State Address. While chaos and cuts dominate the headlines out of Washington, here in Minnesota, we’re choosing a different path—one grounded in compassion, progress, and real results. As Trump and his allies continue dismantling the very programs and policies meant to help everyday people, we’re standing strong with Governor Tim Walz and DFLers to make Minnesota the best place in America to raise a child.

Every person deserves security, opportunity, and freedom—and that’s why we’re fighting to protect the investments we’ve made in schools, health care, clean energy, public safety, and caring for our kids and seniors. In times like these, Minnesota is fortunate to have steady, values-driven leadership.

Trump Continues to Harm Minnesotans

My work at the Capitol to improve outcomes and quality of life for you and our neighbors has been made exponentially more difficult by the Trump administration's destructive federal actions. Minnesota relies on a healthy partnership with the federal government to ensure our state is getting the resources it needs (and pays for) to function effectively. Unfortunately, the Trump administration has turned its back on Minnesotans. The consequences have been deep and widespread, leading to everything from our top corporations losing significant value to grassroots nonprofits losing the funds they rely on to improve our communities. I will keep fighting to keep Minnesota on a prosperous path, but if the first 100 days of Trump are any indication, it will be an uphill battle.

Minnesota Making Progress on Clean Energy

In 2023 and 2024, DFLers made generational investments in a cleaner, cheaper, and more efficient energy system, putting Minnesota on the path to 100% Carbon-Free Energy by 2040.

The latest Minnesota Energy Factsheet shows our policies are working and our investments are paying off, creating high-paying clean energy jobs, lowering costs for families, and building a greener future:

? A new record low in carbon emissions, cutting another 4% between 2023 and 2024.

? Residents and businesses have saved more than $307 million in energy costs from the Energy Conservation Optimization (ECO) Act.

? Minnesota is ranked No. 1 in Midwest for overall energy efficiency, and No. 10 nationwide!

Here at the Capitol, I’m dedicated to protecting our progress from those who are seeking to repeal the legislation that made this positive change possible.
