Dear Neighbors and Friends,
Starting this week, the Minnesota House returned to a 67-67 tie, with committees co-chaired by Democrats and Republicans and equal numbers of members from both parties. I am honored to serve on the Energy Finance and Policy Committee, and the Workforce, Labor, and Economic Development Finance and Policy Committee this year. I'm proud to also be the DFL Vice Chair for the Judiciary Finance and Civil Law committee.
As Co-Chair of the Minnesota House People of Color and Indigenous Caucus, I'm proud to lead our dynamic group of legislators in establishing an equitable budget that supports all Minnesotans as we navigate the challenges ahead. With rising concerns about national economic policies including tariffs and trade tensions, our work is focused on creating resilient financial frameworks that protect our state's prosperity and ensure no community is left behind during these uncertain times.
Recent Town Hall
What a fantastic turnout at our Town Hall! I'm incredibly grateful to everyone who shared their perspectives on the 2025-2026 legislative session this past weekend. Your feedback—your concerns, thoughtful ideas, and enthusiasm—will be instrumental in shaping our work.
Your participation in these town halls helps me stay informed about the issues that matter most to you and allows me to advocate for your needs. It is an honor to represent our district at the Capitol.
Thank you again for your engagement. Please don't hesitate to reach out if you have any further questions. You can contact me directly at rep.cedrick.frazier@house.mn.gov or my office at 651-296-4255.
Legislative Bills
This week, DFLers held the gavel for the first time this legislative session, and I was proud to introduce several bills I'm carrying this year in various committees. It was an honor to present my bill in support of AMPERS, an association of 17 independent community radio stations. AMPERS is the largest statewide association of community radio stations in the United States. The stations primarily serve underserved populations including greater Minnesota, tribal nations, diverse communities, and students.
Investing in these independent radio stations means investing in diverse voices and ensuring BIPOC communities in Minnesota have their stories told and receive powerful news and information that is relevant and important to their community. I’m proud to champion their work.
I was proud to present my bill, House File 2090, in the Higher Education committee as well. This legislation takes bold steps to make college more affordable, accessible, and equitable for ALL Minnesota students.
With rising costs creating barriers to college completion, our bill:
These changes will reduce financial strain on students and families while ensuring Minnesota's higher education system remains strong for generations to come.
Watch the full bill presentation here.
The Minnesota House overwhelmingly approved my bill last night, with a 114-15 vote, to extend housing protections to service dogs in training and to assist accredited organizations in recruiting volunteers. I’m proud this crucial legislation will significantly increase the number of Minnesotans who can access and benefit from service dogs, changing lives across the state.

Protecting Minnesota from Trump
Portal for Minnesotans Navigating Widespread Federal Education Cuts: In yet another public assault on our nation, President Trump signed an Executive Order directing an abrupt dismantling of the U.S. Department of Education, uprooting federal investments and supports for our schools. In response, the Minnesota Department of Education (MDE) launched a public feedback portal at education.mn.gov for parents, students, teachers, and community members to submit detailed accounts of the ways recent Executive Orders and abrupt federal education cuts are impacting schools and children across our state. I encourage you to share this information with loved ones, friends, and neighbors who work in our school systems or have children in our public school system.
Defense against Medicaid Cuts: Donald Trump and Congressional Republicans want to slash Medicaid by $880 billion. Medicaid ensures health care access to 1.3 million Minnesotans, including 41% of children. These reckless cuts threaten families, seniors, and people with disabilities while leaving a $1.2 billion hole in our state budget—all to fund tax breaks for the ultrawealthy. Minnesotans can’t afford this. Democrats on every level of government stand united in defending Minnesotans against extremely harmful GOP policies.
Action from Attorney General Keith Ellison: Attorney Keith Ellison has been fighting relentlessly for Minnesotans in collaboration with several AGs across the nation. He is also hosting several community events throughout the state to talk about his work defending our state against Trump’s unconstitutional and reckless policies wreaking havoc on our country. Follow his elected Facebook page to stay informed on upcoming events.
It's an immense honor and privilege to represent your voices and values, and I remain committed to working tirelessly on your behalf. Together, we will continue to build a brighter future for our community and for Minnesota. I look forward to hearing from you!
