Rep. Agbaje: Vice Chair of Housing Committee Celebrates New Tenant Protections

Saint Paul, MN- Today, Representative Esther Agbaje (DFL-Minneapolis) joined Lieutenant Governor Peggy Flanagan, Senator Clare Oumou Verbeten (DFL-Saint Paul), and other champions for renters to celebrate Minnesota’s historic, comprehensive tenant protection laws, in effect as of January 1, 2024. These new laws represent a critical step forward in ensuring safe, stable, and affordable housing for all Minnesotans. From guaranteeing a minimum temperature in winter months to providing tenants with more time and resources to address missed rent payments, these protections will directly benefit hundreds of thousands of residents across our state. 

"For too long, renters in Minnesota have faced unfair and challenging conditions," stated Representative Agbaje. "These new laws acknowledge the fundamental right to secure housing and empower tenants with the tools and resources they need to thrive. This is a victory for fairness, stability, and dignity for all Minnesotans." 

Key provisions of the new legislation include: 

14-day eviction notice for non-payment: Landlords must now provide tenants with a 14-day written notice and information about rental assistance resources before filing for eviction due to unpaid rent. This crucial safeguard allows tenants time to address the issue and potentially avoid eviction. 

Increased transparency and clarity: Landlords must disclose all fees, including administrative, cleaning, and move-in fees, upfront and include them in the total monthly rent advertised. This eliminates hidden costs and ensures renters have accurate information when making housing decisions. 

Guaranteed minimum temperature: During the colder months, from October to April, landlords are required to maintain a minimum temperature of 68 degrees Fahrenheit in rental units. This essential provision protects tenants from dangerous and uncomfortable living conditions during Minnesota's harsh winters. 

Enhanced privacy protections: Landlords are now restricted from entering occupied units without proper notice, generally 24 hours, except in emergencies. This safeguards tenants' privacy and prevents unwanted intrusions.
