3. HF 2432 (Novotny / Moller) Protection from report of fictitious emergency extended to all state or local correctional employees; Tribal Nation access and use of community supervisions services subsidy clarified; post-incarceration supervision provisions codified; obsolete administrative rules repealed; various other public safety, judiciary, and corrections provisions modified; and money appropriated.

Note: A delete-all amendment that inserts the language of the House Public Safety Budget Bill and the budget spreadsheet been posted. House staff will do a walk-through of the bill and public testimony will be taken at the Tuesday, April 8 hearing.

The Committee will consider amendments, hold member discussion and pass the bill out of committee at the Wednesday hearing. There will be no further opportunity for public testimony at Wednesday’s hearing.

*HF 2432 will be used as the vehicle for the House Public Safety Finance bill. A DE amendment and spreadsheet will be posted when it is available.

3. HF 963 (Rarick) Commissioner of corrections authorized to revoke earned incentive credits granted under Minnesota Rehabilitation and Reinvestment Act.

Note: This bill was heard during the February 25, 2025 Public Safety Committee meeting and public testimony was taken at that time. There will be no additional public testimony on this bill. The Committee will consider an amendment and plan to move the bill out of committee.

4. HF 538 (Stier) Use of deadly force by peace officer to protect person from apparent death modified.

Note: This bill was heard during the March 4, 2025 Public Safety Committee meeting and public testimony was taken at that time. There will be no additional public testimony on this bill. The Committee will consider an amendment and plan to move the bill out of committee.

5. HF 3006 (Moller / Novotny) Department of Corrections deficiency funding request.

6. HF 2825 (Hudson) Access to expunged conviction records of applicants for licenses and positions in private security industry provided.

7. HF 467 (Harder) Sunset of correctional fees repealed.

8. HF 2812 (Stier) Commissioner of corrections required to charge a fee for incarcerated person communication services.

9. HF 2892 (Novotny) Community justice reinvestment account in the special revenue fund eliminated.

10. HF 2532 (Novotny) Community crime and violence prevention account eliminated, and unexpended amount transferred to the general fund.

11. HF 2875 (Nash) Crime of damage or theft to telecommunications equipment extended to broadband and cable services.

-HF 1567 (Duran) Personal information protections currently available for judicial officials extended to peace officers.
-HF 1354 (Moller) House Public Safety Committee Policy Omnibus. The bill was passed out of committee on April 1.

HF3006 (Moller) - Funding provided for deficiencies in the budget of the Department of Corrections, and money appropriated.

HF 1354 (Moller) Scope of video made available by Bureau of Criminal Apprehension limited for officer-involved death investigations. *

*A DE to HF 1354 will be posted when it is available. The DE will contain language that will make up the House Public Safety Policy bill. Please see PDF attachment with a list of bills that will be included.

HF 1901 (Moller) School safety provisions modified, anonymous threat reporting system grants provided for schools, active shooter incidents and active shooter threats reporting required, Minnesota Fusion Center reporting modified, report required, and money appropriated.

HF 2124 (Hussein) Ramsey County Sheriff's Office grant provided for event security and community engagement, and money appropriated.

HF 2130 (Kraft) Length of driver's license revocations related to certain offenses, length of time individuals must participate in the ignition interlock program modified, and ignition interlock program participants required to complete a treatment or rehabilitation program before reinstatement of full driving privileges.

HF 2260 (Curran) Department of Human Services policy bill sections modified on background studies, fraud prevention, Department of Corrections reconsiderations, kickback crimes, and appeals divisions worker protections; and criminal penalties provided. *

*Testimony and discussion of HF 2260 will focus on the provisions that fall within the Public Safety Committee’s jurisdiction. Section 27 related to criminal penalties.

HF 2099 (Johnson, P) Local government emergency management provided, reports required, and money appropriated.

HF 104 (Feist) Confidentiality established for restorative justice practices participants, and data classified. *

*No further testimony will be taken on HF 104. The bill was heard in the Public Safety Committee on March 26, 2025, where public testimony was taken.

HF 134 (Feist) Violence prevention project research center funding provided, and money appropriated.

HF 1769 (Feist) Community supervision funding provided, and money appropriated.
