MINUTES
Representative Carlson, Chair of the Finance Committee, called the meeting to order at 8:38 A.M. on Thursday, May 3, 2007, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Mahoney moved approval of the minutes of Wednesday, May 2, 2007. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Marquart presented HF2433 (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF2433.0.pdf) (Marquart) Browns Valley flood relief funding provided, and money appropriated.
Chair Carlson moved that HF2433 be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Peppin moved to amend HF2433. (See attached amendment
H2433A2).
Chair Carlson recessed the meeting at 9:32 A.M.
Chair Carlson reconvened the meeting at 1:45 P. M.
Rep. Peppin withdrew Amendment
H2433A2.
Rep. Peppin moved to amend HF2433. (See attached amendment
H2433DE2).
THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.
Rep. Juhnke moved to amend HF2433, as follows:
Page 1, line 10, delete "to mitigate damage to public" and insert "for relief from damage"
Page 1, line 11, delete "and private property" and delete “Grant money may be used to"
Page 1, delete line 12
Kathy Novak, House Research responded to questions regarding the proposed amendment.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Westrom moved to amend HF2433, as amended, as follows:
Page 1, line 12, after the period, insert “This appropriation is available until June 30, 2009."
Bill Marx, Chief Fiscal Analyst, responded to questions regarding the proposed amendment.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Peppin moved to amend HF2433, as amended. (See attached amendment
H2433A2, incorporating the following amendment), as follows:
Page 1, line 8, delete “to be used to mitigate" and insert "for relief from"
Page 1, line 9, delete “to public and private property" and delete “Grant"
Page 1, delete line 10
Page 1, after the period in line 10, insert “This appropriation is available until June 30, 2009."
A division was requested on the motion. There were 13 Ayes and 23 Nays. THE MOTION FAILED. THE AMENDMENT, AS AMENDED, WAS NOT ADOPTED.
Chair Carlson renewed the motion that HF2433, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
The meeting was adjourned at 2:25 P.M.
