Representative Carlson, Chair of the Finance Committee, called the meeting to order at 9:12 A.M. on Tuesday, April 29, 2008, in Room 200 of the State Office Building.

Rep. Simon moved approval of the minutes of Friday, April 25, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Rep. Greiling moved adoption of the K-12 Education Finance Division Report for HF4018. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF4018.0.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Rep. Greiling moved that HF4018 be recommended to pass and be placed on the General Register.
Rep. Greiling moved to amend HF4018. (See attached amendment
HDA-788). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Greiling presented HF4018, as amended (Greiling) School debt provisions modified.
Rep. Greiling renewed the motion that HF4018, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Greiling moved that HF2291 be recommended to pass and be re-referred to the Committee on Ways and Means.

H2291DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Greiling presented HF2291, as amended (Greiling) Telecommunications/Internet access equity aid full funding provided, and money appropriated.
Greg Crowe, Fiscal Analyst, responded to questions regarding HF2291, as amended.
Rep. Greiling renewed the motion that HF2291, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division Report for HF863, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0863.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Rep. Wagenius moved that HF863, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.
Rep. Greiling moved to amend HF863, First Committee Engrossment. (See attached amendment

Rep. Hortman presented HF863, First Committee Engrossment, as amended (Hortman) California vehicle emissions standards adopted, and updates provided to comply with the federal Clean Air Act.
Rep. Juhnke moved to amend HF863, First Committee Engrossment, as amended. (See attached amendment

Kathy Novak, House Research, responded to questions regarding the proposed amendment.
