MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 6:05 P.M. on Monday, March 26, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 1208 (Mahoney)

Representative Mahoney presented HF 1208, changing provisions for construction codes and licensing provisions, providing penalties and enforcement, instructing the revisor to renumber certain statutory sections; appropriating money.

A quorum was present.

Representative moved that HF 1208 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Mahoney moved to amend HF 1208 with the amendment A07-0592, attached.

Representative Mahoney incorporated an oral amendment to the amendment A07-0592, as follows:

Page 6, line 13, delete "estimated to be $3,663,000,"

Page 6, line 17, delete "estimated to be $3,572,000,"

Representative Mahoney renewed his motion to amend HF 1208 with the amendment A07-0592 as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

John Rajkowski, Department of Labor and Industry, introduced himself and provided testimony regarding HF 1208.

Brian Hoffman, Director of Inspections, Association of Minnesota Building Officials, introduced himself and provided testimony regarding HF 1208.

Representative Mahoney renewed his motion that HF 1208 be recommended to pass as amended and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

HF 790 (Moe)

Representative Moe moved that HF 790 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Moe moved to amend HF 790 with the amendment A07-0395, attached.

Representative Moe presented HF 790, modifying provisions of the Minnesota Public Facilities Authority Act; making technical and housekeeping changes, modifying the Pollution Control Agency project priority rule.

Terry Kuhlman, Executive Director, Minnesota Public Facilities Authority, introduced himself and assisted Representative Moe with the presentation of HF 790.

Representative Moe renewed his motion to amend HF 790 with the amendment A07-0395, attached. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 2310 (Davnie)

Lee Nelson, Director, Unemployment Insurance Legal Affairs, Department of Employment and Economic Development, introduced himself and provided testimony regarding HF 2310.

Representative Rukavina moved that HF 2310 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Rukavina moved to amend HF 2310 with the amendment A07-0571, attached.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davnie presented HF 2310 as amended, modifying Social Security offset provisions.

Lee Nelson provided additional testimony regarding HF 2310

Chair Rukavina amended his motion that HF 3210 as amended be recommended to pass and be placed on the General Register.

Representative Slocum moved that the minutes of March 22, 2007 be adopted. THE MOTION PREVAILED.

HF 1283 (Nelson)

Representative Nelson presented HF 1283, requiring independent contractor exemption certificates; providing penalties, authorizing notice to the commissioners of revenue and employment and economic development; requiring the commissioner of revenue to review certifications of independent contractor status.

Nancy Leppink, Chief General Counsel, Department of Labor and Industry, introduced herself and provided testimony regarding HF 1283.
