Representative Bill Hilty, Chair, called the sixteenth meeting to order at 2:37 PM on March 2, 2007 in Room 200 of the State office Building.

The Clerk noted the roll.

Representative Gardner moved approval of the minutes of February 28, 2007. THE MOTION PREVAILED.

HF0670 (Liebling) School districts authorized to include energy efficiency
improvement projects in alternative facilities plans.

The Chair moved that HF0670 be recommended to pass and re-referred to the Committee on E-12 Education.

2:39 PM -- Rep. Liebling presented HF0670.

The Chair renewed his motion that that HF0670 be recommended to pass and re-referred to the Committee on E-12 Education.

The motion prevailed.

HF0660 (Bly) Renewable energy objective and state economic benefit strategy required.

2:56 PM -- Rep. Bly moved that HF0660 be recommended to pass and placed on the General Register.

2:57 PM -- Rep. Bly presented HF0660.

2:58 PM -- Rep. Bly moved the HF0660A1 Amendment.

Testifying in favor of the A1 Amendment:

2:59 PM -- Rhys Ledger, Strategic Campaign Director, Teamsters Local 120, 2635 University Ave, #120, St. Paul, MN 55114; 612-360-1265.

Rep. Bly incorporated the following oral amendment into the A1 amendment:

Line 1.2 - After the comma and before the word "of" insert the word "and".

The motion prevailed. THE AMENDMENT WAS ADOPTED.

Rep. Bly renewed his motion that HF0660 be recommended to pass as amended and placed be on the General Register.

The motion prevailed.

HF1034 (Peterson, A.) Heating and cooling policy for state building projects established.

3:17 PM -- Rep. Peterson moved that HF1034 be recommended to pass and re-referred to the Committee on Finance with a recommendation to be re-referred to the State Government Finance Division.

3:17 PM -- Rep. Peterson presented HF1034.

Page 1, line 11, after "practicable," delete “and not withstanding any law to the contrary,"

Page 1, line 12, delete “given preference", insert “considered"

The motion prevailed. THE AMENDMENT WAS ADOPTED.

3:31 PM -- Rep. Sailer moved the H1034A1 Amendment.

The following oral amendments were incorporated in to the A1 Amendment:

Line 1.2, after the word "line", replace "10, before 'application'" with "8, after 'geothermal'"

Line 1.3, after the word "line", replace "12, after 'cooling'" with "11, after 'geothermal'"

Line 1.4, after the word "line", replace "20" with "16".

The motion prevailed. THE AMENDMENT WAS ADOPTED.

Rep. Peterson renewed his motion that H.F. 1034 be recommended to pass as amended and re-referred to the Committee on Finance with a recommendation to be re-referred to the State Government Finance Division.

The motion prevailed.

HF1098 (Peterson, A.) Geothermal investment loans revolving fund established, and money appropriated.

3:36 PM -- Rep. Peterson moved that HF1098 be laid over for possible inclusion in the omnibus finance bill.

3:42 PM -- Rep. Peterson moved that HF1145 be laid over for possible inclusion in the omnibus finance bill.

Rep. Kalin moved the HAD-026 Amendment.

Rep. Kalin withdrew the HAD-026 Amendment.
