MINUTES
Representative Karen Clark, Chair, called the fourteenth meeting to order at 10:04 a.m. on Tuesday, February 27, 2007 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Clark called the meeting to order at 10:04 a.m.
A quorum was present.
HF958 (Solberg) State agencies deficiency funding provided, and money appropriated
Representative Solberg discussed the deficiency bill with the committee, and offered the committee the opportunity to provide a recommendation to the Finance Committee.
HF906 (Thissen) Birth defects information system funding provided, and money appropriated
Representative Thissen presented the bill to the committee.

Chair Clark moved amendment H0906A1 (attached).
Representative Kranz assumed the chair at 10:57.
Representative McNamara moved an oral amendment to H0906A1 as follows:
following "diagnosis of a birth defect, the"
delete "commissioner" and insert "attending physician" on line 1.15
add, "(5) and forward that information to the commissioner" after line 1.24
Representative Thissen suggested an alternative oral amendment to
H0906A1 as follows:
delete “At the time of diagnosis of a birth defect," on line 1.15
replace with “After the parents have provided informed consent under section 144.2216, subdivision 4,"
Representative McNamara withdrew his oral amendment to H0906A1.
Representative Clark moved to incorporate Representative Thissen's suggested amendment to H0906A1. Chair Kranz considered the amendment friendly and incorporated it into the H0906A1 amendment.
Representative Clark renewed her motion to adopt H0906A1 as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Madore moved that HF906, as amended, be recommended to pass and be re-referred to the Committee on Finance with recommendation to refer to the committee on Public Safety and Civil Justice. THE MOTION PREVAILED.
Representative Clark assumed the chair 11:30 a.m.
