MINUTES
Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the fifteenth meeting at 4:00pm on Monday, March 5, 2007 in the Basement of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF532, 1st Engrossment (Winkler): Military personnel utility and other contracts regulated, and cancellations authorized.
Representative Winkler presented HF532 and took questions from the committee.
A quorum was present at 4:13pm and the meeting was called to order.
Chair Hilstrom moved that HF532, 1st Engrossment be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies & Veterans Affairs.
Chair Hilstrom moved to amend H532 (see

Brian Bergson, of the Office of the Minnesota Attorney General testified on behalf of HF532, and took questions from the committee.

HF312 (Hornstein): Metropolitan Council Elections provided.
Chair Hilstrom moved that HF312 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, & Elections.
Representative Hornstein presented the bill as amended, and took questions from the committee.
Chair Hilstrom moved to incorporate an oral amendment into the amendment

Chair Hilstrom took up SF321 in lieu of HF465, and moved that SF321 be recommended to pass and be placed on the General Register.

Nyle Zikmund, Minnesota Fire Chiefs Association, testified on behalf of SF321 and took questions from the committee.

Representative Scalze moved that SF736 be recommended to pass and be placed on the Consent Calendar.
Representative Scalze presented SF736 and took questions from the committee.
