MINUTES
Representative Debra Hilstrom, Chair of the Local Government & Metropolitan Affairs Committee started the 31ST meeting at 4:02 pm on Monday, March 17, 2008 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

HF1813 (Ozment): County comprehensive plans required to consider natural heritage data, development limited in greater Minnesota, and priority provisions required in certain county and city comprehensive plans.
Sen. Dille presented HF1813 and took questions from the committee.
Sen. Dille explained the
H1813DE1 amendment.
Rep. Ozment took questions from the committee.
Chair Hilstrom laid HF1813 over.
HF4014 (Fritz): Steele County; Nursing home and assisted living facility and related set transfer authorized to non-profit corporations and acquisition of membership interest in nonprofit corporations.
Rep. Fritz presented HF4014 and took questions from the committee.
Tom Shea, Steele County 5th District Commissioner, testified on behalf of HF4014 and took questions from the committee.
A quorum was present at 4:13pm and the meeting was officially called to order.
Chair Hilstrom moved that HF4014 be recommended to pass and be re-referred to the Committee on Finance.
Chair Hilstrom moved to orally amend HF4014 as follows:
Page 2, insert:
"Subd. 3. Open Meeting Law, Data Practice
A nonprofit corporation created under this section is subject to the Minnesota Open Meeting Law and Minnesota Government Data Practices Act."
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.
Chair Hilstrom renewed her motion that HF4014, as amended, be recommended to pass and be re-referred to the Committee on Finance.
THE MOTION PREVAILED AND THE BILL WAS PASSED.
Chair Hilstrom brought back HF1813 for further discussion.
Chair Hilstrom moved that HF1813 be recommended to pass and be re-referred to the Committee on Governmental Operations, Reform, Technology, and Elections.
Chair Hilstrom moved to amend HF1813 (see
H1813DE1).
Rep. Ozment requested that the following be incorporated into the H1813DE1 amendment:
Page 3, line 27, strike "Bill" and insert "Act"
Chair Hilstrom renewed her motion to amend HF1813 with the incorporated language.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
Chair Hilstrom renewed her motion that HF1813, as amended, be recommended to pass and be re-referred to the Committee on Governmental Operations, Reform, Technology, and Elections.
THE MOTION PREVAILED AND THE BILL WAS PASSED.
