Representative Mullery, Chair, called the meeting to order at 9:23 A.M. on Friday, March 23, 2007, in Room 5 of the State Office Building.

HF 584 (Mullery): A bill for an act relating to public safety; increasing penalties for metal theft; amending Minnesota Statutes 2006, section 609.952, subdivision 3.

HF 584 was taken from the table.

Chair Mullery moved adoption of the H0584DE5 delete everything amendment. THE MOTION PREVAILED.

Chair Mullery moved adoption of the H0584A12 amendment to the H0584DE5 delete everything amendment. THE MOTION PREVAILED.

Representative Paymar moved adoption of the H0584A14 amendment to the H0584DE5 delete everything amendment. THE MOTION PREVAILED.

Representative Hilstrom moved adoption of the H0584A4 amendment to the H0584DE5 delete everything amendment. THE MOTION PREVAILED.

Representative Westrom moved adoption of the H0584A3 amendment to the H0584DE5 delete everything amendment. After some discussion and a commitment by Chair Mullery to look into the entire juvenile justice system over the interim, THE MOTION WAS WITHDRAWN.

Representative Hilstrom moved adoption of Representative Simon's A02 amendment to the H0584DE5 delete everything amendment. THE MOTION PREVAILED.

Chair Mullery moved to orally amend the H0584DE5 delete everything amendment as follows:

Chair Mullery moved that HF 584, as amended, be recommended to pass and be re-referred to the Committee on Finance, with the further recommendation that the bill be re-referred to the Public Safety and Civil Justice Finance Division. THE MOTION PREVAILED.

HF 1225 (Olin): A bill for an act relating to civil actions; modifying the limitation on actions for damages based on services or construction to improve real property for certain actions; amending Minnesota Statutes 2006, section 541.051, subdivision 2.

HF 1225 was taken from the table.

Chair Mullery moved adoption of the H1225DE1 delete everything amendment. THE MOTION PREVAILED.

Chair Mullery moved adoption of the H1225A1 amendment to the H1225DE1 delete everything amendment. THE MOTION PREVAILED.

Chair Mullery moved that HF 1225, as amended, be recommended to pass, and when so passed, be placed on the General Register. THE MOTION PREVAILED.

HF 1053 (Olin): A bill for an act relating to crimes; making it a felony to commit theft of a computer that has identity information in its memory about the owner or any other person; amending Minnesota Statutes 2006, section 609.52, subdivision 3.

Representative Olin presented his bill.

HF 1609 (Clark): A bill for an act relating to employment; protecting certain employee statements from employer retaliation; establishing complaint procedures; establishing investigative jurisdiction for the commissioner of labor and industry; creating civil penalties; amending Minnesota Statutes 2006, sections 177.27, subdivisions 4, 5, by adding a subdivision; 181.932, subdivision 1; 181.935; proposing coding for new law in Minnesota Statutes, chapters 177; 181.

Representative Bigham moved the bill before the committee.
