Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 10:11A.M. on Wednesday, April 11, 2007, in Room 10 of the State Office Building.

Rick King (Chief Operating Officer and Executive Vice President, Thomson-West), Harry Melander (Secretary-Treasurer, St. Paul Building and Trades Council) and Mayor Mike McGuire (City of Eagan) testified on HF1138 and HF2129.

Representative Zellers moved approval of the minutes of March 29, 2007 and April 10, 2007. THE MOTION PREVAILED - THE MINUTES WERE APPROVED.
Dick Anfang (President, Minnesota State Building and Construction Trades Council) testified on HF1138 and HF2129.
HF1138 was laid over for possible inclusion in the Omnibus Tax Bill.

HF2237 Nelson Bloomington tax increment financing district improvements construction materials sales tax exemption provided, district duration extended and boundaries are modified, bonds issued, and money appropriated.
Representative Solberg moved HF2237 be laid over for possible inclusion in the Omnibus Tax Bill.
Mayor Gene Winstead (City of Bloomington), Dick Anfang (President, Minnesota State Building and Construction Trades Council), DaveYbarra (Minneapolis Building Trades Council), Bill Griffith (lobbyist for Mall of America), Clark Arneson (Assistant City Manager, City of Bloomington), Tony Armlin (Armlin & Associates) and Steven Buck (Bloomington resident) testified on HF2237.
Art Rolnick (Senior Vice President and Director of Research, Federal Reserve Bank of Minneapolis) gave an informational presentation on corporate subsidies.
HF2237 was laid over for possible inclusion in the Omnibus Tax Bill.

Representative Simpson moved to amend SF2096, the Unofficial Engrossment, as follows:
Page 49, line 3, before "fees" insert "(a)"
Page 49, after line 10, insert:
"(b) The commissioner shall report to the legislature on the participation in and effectiveness of the venison donation program by February 1, 2010. The provisions of this subdivision and the imposition of the surcharge expires on June 30, 2010."
Representative Dill moved to amend the amendment as follows:
Remove βThe provisions of this subdivision and the imposition of the surcharge expires on June 30, 2010."
