MINUTES
Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:34 pm on Thursday, March 11, 2010 in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Ward moved that the minutes from Tuesday, March 9, 2010 be adopted. THE MOTION PREVAILED.
Representative Slawik moved that HF3088 (Hayden), Children and family service technical and policy provisions changed, Minnesota family investment program and adult supports provisions changed, and child welfare provisions changed, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
Representative Slawik moved that HF3239 (Abler), Licensing provisions changed, and background study requirements, disqualifications, and data classification modified, be recommended to pass and be placed on the General Register.
Representative Greiling moved the
H3239A3 amendment (attached). THE AMENDMENT WAS ADOPTED.
Representative Slawik renewed the motion that HF3239, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Chair Slawik answered the question: Because HF3471 deals with the Governor’s Council on Early Care and Education, shouldn’t it go through the State and Local Government Operations Reform, Technology and Elections committee?

Representative Peterson answered the questions: Will children’s mental health be excluded from the Office? Why does the bill have the Governor appointing the Commissioner instead of a board appointing the Commissioner? Does the Governor pick the Commissioner in other states? Is there a process in the bill that would require a report to the Legislature on the effectiveness of the Commissioner?
Representative Peterson laid over HF3510, as amended, for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Representative Buesgens moved that HF3432 (Downey), Quality rating and improvement system modified, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.
Representative Buesgens answered the question: Would implementation pieces of QRIS need approval?
