Representative Kahn, Chair of the Division, called the meeting to order at 9:41 A.M. on May 6, 2010 in the Basement Hearing Room of the State Office Building.
The Committee Legislative Assistant noted the roll.

Chair Kahn moved that SF 3134 be recommended to pass and be re-referred to the Finance Committee.

Page 15, after line 29, insert "Section 27 [predesign] M.S. 16B.335, Subd. 3 does not apply to projects under Laws of Minnesota 2010, Chapter 189, Section 19, Subdivision 4."

Chair Kahn reconvened the Committee on May 7, 2010 at 9:37 A.M.
HF 2227 (Marquart) Minnesota Innovation and Research Council established, powers and duties of council imposed, and money appropriated.
Vice-Chair Winkler moved that HF 2227 be recommended to pass and be re-referred to the Finance Committee with the following oral amendment incorporated:
Page 15, line 27, delete "350,000" and insert "50,000"
Page 15, line 35, after the period insert "This is a one-time appropriation."
Representative Marquart testified in support of HF 2227.
Vice-Chair Winkler moved the
H2227A4 amendment incorporating the following oral amendment:

Commissioner Sheila Reger and Dave Fielding, Director of Plant Management, both from the Department of Administration testified in support of the amendment.
Eliot Seide, Executive Director, AFSCME Council 5, testified against the amendment.
Representative Downey incorporated the following oral amendment:
Page 1, at the end of the first paragraph, insert: "The bargaining unit currently conducting the work shall be allowed to propose on the RFP to cover the services performed."
Representative Downey renewed his motion to adopt the A-KD2 amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.
Chair Kahn moved the S3134A10 amendment and incorporated the following oral amendment:
Page 1, line 22, after "individuals" insert "or non-public data"
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
