MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Wednesday, March 25, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 24, 2009, be approved. THE MOTION PREVAILED.
Vice Chair Poppe assumed the gavel at 8:34 AM.
Representative Pelowski moved that HF1857 be recommended to pass and placed on the General Register.
Representative Pelowski presented HF1857 (Pelowski), a bill for an act relating to rulemaking; authorizing notice by electronic mail; etc.

Representative Pelowski renewed the motion that HF1857 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Chair Pelowski resumed the gavel at 8:40 AM.
Representative Kahn moved that HF1981 be recommended to pass and re-referred to the Committee on Finance.

Representative Kahn presented HF1981 (Kahn), as amended, a bill for an act relating to state government; creating the Minnesota Geospatial Information Office; etc.

Representative Nelson moved adoption of the Local Government Division Report to HF936, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Chair Pelowski moved that HF936, First Committee Engrossment, be recommended to pass and placed on the General Register.
Representative Thissen presented HF936 (Thissen), First Committee Engrossment, a bill for an act relating to human services; specifying criteria for communities for a lifetime; requiring the Minnesota Board on Aging to study and report on communities for a lifetime; etc.
Chair Pelowski renewed the motion that HF936, First Committee Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Representative Nelson moved adoption of the Local Government Division Report for HF940, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Representative Emmer moved that HF940, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Commerce and Labor.
Representative Emmer presented HF940 (Zellers), First Committee Engrossment, a bill for an act relating to Hennepin County; modifying personnel rules and procedures; etc.
Representative Emmer moved to amend HF940, First Committee Engrossment (see attached
H0940A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

H0940A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
