MINUTES
Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Tuesday, March 31, 2009, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 26, 2009, be approved. THE MOTION PREVAILED.
Chair Pelowski moved that SF237 be recommended to pass and placed on the General Register.
Representative Obermueller presented SF237 (Obermueller), a bill for an act relating to state government; designating the first Sunday in October as Minnesota Fallen Firefighters Memorial Day; etc.
Chair Pelowski renewed the motion that SF237 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Chair Pelowski moved that HF774, First Engrossment, be recommended to pass and re-referred to the Committee on Finance.
Representative Knuth presented HF774 (Knuth), First Engrossment, a bill for an act relating to the environment; providing for greenhouse gas emissions registry; etc.

Chair Pelowski renewed the motion that HF774, First Engrossment, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.
Representative Nelson moved adoption of the Local Government Division Report for SF261. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.
Representative Nelson moved that SF261 be recommended to pass and placed on the General Register.
Representative Jackson presented SF261 (Jackson), a bill for an act relating to real property; making clarifying, technical, and conforming changes to transfer on death deeds; expanding common element certificates of title to include planned communities; etc.

Representative Swails presented SF423 (Swails), a bill for an act relating to campaign finance; specifying certain items as noncampaign disbursements; etc.

Representative Sterner moved to amend SF423 (see attached
S0423A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chair Pelowski renewed the motion that SF423 be recommended to pass, as amended, and placed on the General Register. THE MOTION PREVAILED.
Chair Pelowski moved that HF938 be recommended to pass and re-referred to the Committee on Finance.
Chair Pelowski moved to amend HF938 (see attached
A09-0179). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Reinert presented HF938 (Reinert), as amended, a bill for an act relating to state employees; providing additional sick leave for state employees who are veterans with service-related disabilities; etc.
